Can you do Islands of Adventure + Universal Studios in one day with young kids?

Not really—not comfortably with those ages, especially the infant. You could technically walk both parks, but you'd spend more time managing small kids and lines than actually riding.

• Height restrictions splitting your group (coasters your husband and friend want won't allow the kids)

Express Pass Reality

Express Pass cuts waits to near-front (usually 5–15 min), which does help your husband and friend ride big coasters faster. But here's the catch: you still can't ride with the younger kids on most thrill rides, so you're splitting the group anyway. If they're doing that, Express makes sense for them solo—not for the family unit.

Better Plan

Split the days. Do one park per visit, or pick Islands of Adventure only and focus on family rides (Skull Island, Pteranodon Flyers, Jurassic World, cat-friendly dark rides). Your husband and friend can rope-drop the thrill side while you're doing that, then meet up. You'll actually enjoy the day instead of running a logistics operation.
